Wash Rice and remove any debris
Add rice to 1.5 part boiling water
Add Salt to taste
Bring to steam until water is 95% removed
add Stick of butter
Cover pot to retain steam
Turn off stove
Use skillet or frying pan
Add cooking small amount of cooking oil to heated pan
add garlic,onion and pepper to scorching oil.
Carefully open the Mackerel and add it to the heated oil
Add black pepper at this point
cover pan and turn off stove
leave to simmer
